Without this moneymaking activity, many provincial and county governments would go bankrupt. In 2014 a working group of the Communist Party revealed that 12 provinces had run out of land for construction. So when contamination reduces the amount of land for leasing or forces cities to build on polluted brownfields, it hurts local governments. That alone should have rung alarm bells for China’s rulers.
