Nations shall be empowered to pay the bills of the members of the Fee, if obligatory, before reimbursement by the States Events involved, in accordance with paragraph 9 of this text. They shall not be nationals of the States Parties involved, or of a State not Get together to the present Covenant, or of a State Party which has not made a declaration below article 41. Such declarations shall be deposited by the States Events with the Secretary-Basic of the United Nations, who shall transmit copies thereof to the other States Events.2.
