Put the wire mesh on the ground. Place wire mesh (available at household stores) on the ground before the plant germinates and sticks out of the ground. Plants can grow through nets, but cats find it uncomfortable to walk on wire mesh. The mesh is not hard enough to hurt the cats, but it is enough to make it difficult to dig in your garden.
If the tree needs more space to grow, you can use steel wire shears to cut the widened cells just above the tree.
You can replace the wire mesh with plastic sheets designed for garden use.

Place the fox’s fence on the ground. Place a fence on the ground before sowing. The gap of the fence will make wandering cats no longer like to enter that area.
Push the fence down slightly so that the soil covers part of the fence.
Plant the seedlings and sow seeds in the gaps of the fence. The common plants grown in the garden will gradually grow around the fence without any problems.

Cover the ground with “repelling carpet”. A “repellent carpet” (available at garden supplies) is a carpet with plastic spikes on the surface.  The material is soft and does not hurt the cat, but cats do not like the material and will stay away.
Depending on the brand, this type of rug is available in packages of 2 or 5 sheets. Usually the rugs are cut to fit your garden size and needs.
Do not place sketchy carpets on the ground. You need to press down so that the carpet is firmly attached to the ground, leaving only the emerging spines. If not, an intelligent cat could flip the rug up.
